The council says the town cannot afford a lifeguard on the beach. The beach draws forty thousand visitors a summer, each of whom parks, eats, and shops in the town. One drowning, reported in the national papers, will cost the town more visitors than a lifeguard costs in wages. The question is not whether the town can afford a lifeguard but whether it can afford not to have one.
